Samuel Bell was born to A. and Jane Bell in May 1841 in New York. His siblings were William (1838), Henry (1839), Andrew (1845), and Mary (1847).
Samuel joined the WI 15th Infantry, Field and Staff. The army listed him as living in Prairie du Sac, Sauk County, WI. He was commissioned on August 10, 1864, and mustered in on September 1, 1864 at Nashville, TN. He was named Assistant Surgeon of the Regiment at Chattanooga, TN. He mustered out at Chattanooga on January 6, 1865.
Samuel married Eveline Mary in 1864. Their children included Nettie (1868) and Martha (1876). In 1880, he was working as a physician and surgeon.
